Charter schools authorized by the CCSJ Charter Authority, LLC are expected to meet all applicable state and federal accountability requirements while also demonstrating progress toward the goals, expectations, and commitments established in their Charter Agreements.

CCSJ Charter Authority Accountability Framework

The CCSJ Charter Authority Accountability Framework provides a consistent approach for evaluating the performance and overall effectiveness of authorized charter schools. The framework focuses on three primary areas:

  • Academic Performance

    Student achievement, growth, progress toward charter goals.

  • Financial Performance

    Budget health, audits, cash flow, sustainability.

  • Organizational Performance

    Governance, compliance, board performance, leadership.

These areas provide a foundation for accountability while recognizing the individual mission, educational model, student population, and goals of each charter school. The framework considers both established performance measures and progress toward the commitments identified in the Charter Agreement.

The CCSJ Charter Authority, LLC maintains ongoing oversight throughout the charter term by reviewing academic, financial, organizational, governance, and compliance information. Regular communication with charter leadership and governing boards provides opportunities to recognize accomplishments, identify concerns, and support continuous improvement.

The CCSJ Charter Authority Accountability Framework guides annual performance evaluations, ongoing monitoring and oversight, intervention when necessary, and charter renewal decisions. CCSJ Charter Authority, LLC maintains consistent oversight and takes timely action when performance or compliance concerns arise. Using its Accountability Framework, CCSJ evaluates academic, financial, and organizational concerns based on their severity, impact on students, duration, and the school’s ability to address them.

Depending on the circumstances, CCSJ may request additional information, establish performance expectations, require a corrective action plan, increase reporting, or conduct additional reviews. The governing board is expected to actively address concerns and demonstrate measurable improvement within established timelines.

Significant or unresolved deficiencies may result in increased oversight and affect future authorization decisions. This approach supports educational quality, responsible stewardship of public resources, and the interests of students and families.

Each year, the CCSJ Charter Authority, LLC completes an Annual Performance Review for its authorized charter schools. The review provides a yearly record of progress and documents how well established expectations are being met across academic achievement, financial stewardship, and organizational effectiveness.

The review brings together information gathered by CCSJ during the year and measures progress against the CCSJ Charter Authority Accountability Framework and the responsibilities established in the Charter Agreement. The resulting report provides a clear picture of performance, documents concerns that may require follow-up, and establishes areas of focus for the coming year.

Annual Performance Reviews also create a performance history across the full charter term, providing the CCSJ Charter Authority, LLC with important evidence when considering continued authorization and other accountability decisions.
